This looks like it has potential if done right. It reminds me of San Francisco's plan to build a new neighborhood around Mission Bay south of downtown, but unlike that, I think U Penn's plan may genuinely integrate with good transit and improve pedestrian access to Center City, especially since the Amtrak station which would be made pedestrian friendly and Philly's main economic advantage is the fast train ride to New York and Washington. I think this could be good for the northeast.
