Does anyone know what's going on at this site? Are they constructing a building, a park or something else?

If you mean on the east side of Hudson, that's a riser for water tunnel #3.

It's part of City Water Tunnel #3, the 50 year project (started in 1970) to provide additional water to NYC from Upstate.

Yes. Thanks for your responses. It seems like there was a green/ park area there before. Hopefully, it will be enhanced when the water project is completed.

PS: There's another similar looking "city" project on the west side of Hudson on an empty lot near Spring. Is that related to this water project?
