realistcally, what neighborhoods in the 4 boroughs (excluding staten island) can i find a Studio Apartment for $1000 a month or less?

Try changing your queries to lower rental prices. Also try 1 bedroom -- especially in the outter boroughs, 1 brs are sometimes as inexpensive as studios.

Lots of folks looking to move to NYC ask questions here about housing prices that are difficult to answer because of the City's sheer size and diversity. Housing costs --including those in Manhattan-- are all over the place. It's only by actually living here for a few years, I think, and developing contacts and knowledge during that time, that one's going to learn what the real possibilities are. Many Manhattan apartments, for example, are rent-regulated, at rates substantially below market. Hard to find? Undoubtedly. But they are there. Subleases also happen. A friend of mine has a great rent-regulated studio apartment in the heart of the Village; his current rent is ~$600/month. He's sublet it several times when he was on an extended job out of town. The law allows him to do that for up to 2 years at a time and limits what he can charge his subtenant. Does he advertise? No.
