how much does a condo costs (average) in:
-upper east side
-financial district
-tribeca
which one is the cheapest ?

www.millersamuel.com/data will give you the costs per square foot, quarterly, along with historical data.
Tribeca is the most expensive area in the city per square foot, and additionally, there aren't many smaller apartments.
FiDi will offer you some deals per square foot, but your lowest absolute prices are going to be on the Upper East Side, where you can still buy a studio for $400K.
