Parking Ticket Question

Sorry if this is a silly question, I have looked for answers via google and other forums without any luck.

Does anyone know if parking tickets on an out-of-state vehicle follow the owner to their home address? (NJ vehicle). A friend drove my car and got two tickets a while ago... said he would pay them, but I don't think he did. I don't have the tickets.

Nothing has shown up at the address where the car is registered. I imagine the tickets have accrued a stiff penalty by this point, so if I can just ignore them, that would be preferable.
