In another example of life imitating art, thought crimes a la the film Minority Report are Coming to America. (http://www.youtube.com/watch?v=1uuWVHT1WUY)
Minority Report was based on a science fiction novel in which the authorities in that fictional setting could predict crime and hold those who "pre conceived" it (http://www.youtube.com/watch?v=gn2sLUJ-eLk).
It looks like this will cover more than just traditional offences such as attempted crimes and conspiracy.
