Or for that matter, expand the system in the future? A single light rail line downtown isn't going to solve all of THAT city's congestion problems.

I'm beginning to think that it would be a better idea to make the Second Avenue subway a light rail system. It makes more economic sense IMHO. If a subway is being deemed too expensive but congestion is still too much of a problem, maybe light rail would be a more cost-efficient choice.
