I am English and am a bit puzzled by your schooling system. Is college and university the same thing to you? What ages do you start what?? where would you be when you are 16? So many questions, so little time!

16 = second year of high school. 18 starts college/university, there is a difference, I'm not sure what it is.

In the U.S., college and university refer to education beyond secondary or "high school." Generally, the difference is organizational.

Colleges can exist on their own, or be one of many such institutions within a university.

A university can have no colleges, one college, or many. Harvard College is an undergraduate program of Harvard University.

While both terms are often used generically to refer to any institution of higher learning, a college is often an undergraduate (only) school, and a university often includes both undergraduate and graduate or professional schools. Thus Columbia College is an undergraduate division of Columbia University.
