This is actually good news as the writer points out. If Durst didn't think the tower could get the higher rents in the open market he would certainly come down on the rates for the government...
Unlikely, but hey you never know...the good news is that with Amtrak involved the terminus would be Penn/Moynihan station.

Buying air rights doesn't mean seizing them. There's air rights for sale in almost every block in Manhattan. The MTA wasted an opportunity with that, which was what I got from the article.
