    Swimming under the stars in at +Art in West Chelsea.

    Location: 540 West 28th Street / 537 West 27th Street between Tenth/Eleventh
    Size: 189 units, 13 stories (88 condos on West 28th and 101 rentals on West 27th)
    Prices: from $520,000 to $4.16 million

    The blocks on the northern end of West Chelsea near the High Line,
    already bubbling with activity and construction, have a new friend on the
    way: construction has just started on a new condo/rental combo at
    540 West 28th Street. It's a big one, with 189 units and a second entry
    for renters at 537 West 27th. They're calling it +Art, and in keeping with
    its name and the neighborhood gallery scene, it'll include both a curated lobby
    and something they call an Art Yard. The art doesn't stop there!
    Architects GF55 Partners have designed the building "in deference to the
    artistic narrative of Chelsea's most important artists, architects, and
    poets." And then there's the slogan: "+ Art fuels the New York life you
    should be living." Maybe that means buying less of those pricey energy
    drinks. No matter, there's even a very artistic 421-A Tax Abatement.
    Thoughtful, indeed.

    Restrictions were put into effect adjacent to the High Line. Those properties can transfer (or "grant") their unused FAR allowance via Development / Air Rights Transfers to properties within the High Line area (the granting property need not be adjacent to the receiving property -- or even on the same block). This is leading to bulkier buildings at the center of the blocks and at the Eleventh Avenue end of those blocks.

    At this particular project at 537 West 27th / 540 West 28th Streets one such transfer (document from the NYC DOF) came from a building a block + away at 508 West 29th Street ...

    Uh-oh ... There goes the neighborhood ...

    From today at CURBED :

    Avalon Puts Together a Mega-Site in West Chelsea


    The now-empty auto repair shop at 282-298 Eleventh Ave. awaits demolition.

    That busy development gang over at AvalonBay has cobbled together a
    huge site for a residential project over on the far west side. It's around
    the corner from Steven Holl's Towering S going up for Extell at Tenth and
    West 30th, where the High Line arcs west and it's aptly called Avalon
    West Chelsea. How big is it? It takes up the full 197' blockfront of
    Eleventh Avenue and then runs a whopping 575' along the north side of
    West 28th Street. The project is governed by a 100 year / $173,000,000 lease
    and was made possible by finessing some zoning regulations, including the
    transfer of development rights and air rights from neighbors along the High Line.
    This will sit directly north of the new FIT dorm -- uhhh, the +Art rental / condo project
    going up at 540 W. 28th. If everybody plays nice this could possibly provide
    a big architectural opportunity for neighbor FLank, recently ensconced in
    their new digs a block over at 520 West 27th Street. No clue yet what this one
    will look like, but given Avalon's previous adventures with their East Village food court,
    that big new building uptown, something over in Brooklyn and its Long Island City building,
    it might be smart to bet on bricks. Also, given the lawsuit that was just filed against Avalon,
    everything about it could be very accessible.

    That is a humongous plot. Of course it would be occupied by another ugly Avalon.

    This city is cursed I tell ya. Now we just need to have the city reject Nouvel's MOMA tower and everything will be in place.

    Barneys is nearing a deal to build a flashy new luxury store that will rise alongside the High Line park under construction in the Meatpacking District, sources told The Post.

    After years of searching for a suitable location in the increasingly pricey West Side neighborhood, the ultra-chic retailer is finalizing plans to open a multilevel, 50,000 square-foot shop located at the northwest corner of West 13th Street and Washington Street, sources said.

    The new store will rise at the south end of the future High Line park, which is being built on a long-unused strip of elevated freight-rail track overlooking the Hudson River.

    The park - which will stretch 22 blocks up the West Side from Gansevoort Street to West 34th Street - is slated later this year to open its southern half, stretching up to West 20th Street.

    The new Barneys store will have a top level that commands a view of the park and the river, sources said.

    In addition to street-level entrances, developers aim to make the store accessible from the High Line through a "connector" structure, according to one source briefed on the talks.

    The new store will be built on two leased parcels that stretch under the High Line from the corner of West 13th Street and Washington Street, sources said.

    Terms of the long-term lease, expected to be finalized within the next two weeks, will likely fall between 100 and $150 a square foot annually, real estate sources said.

    If signed, the deal will cap a two-year search by Barneys for a home in the Meatpacking District, sources said.

    Previous plots under consideration included 401 W. 14th St., now the site of an Apple Store, as well as 441 W. 14th St., which neighbors the high-priced Jeffrey boutique.

    Some critics have charged that Barneys, which was purchased last year by the Dubai government for nearly $950 million, has grown too fast.
    But a new store in Manhattan, in addition to its flagship on Madison Avenue, is a good move for Barneys, said Faith Hope Consolo of Prudential Douglas Elliman.

    "It will do for the Meatpacking District what Bloomingdale's did for SoHo," Consolo added, referring to the thriving Bloomingdale's boutique opened at 504 Broadway in 2004.

    Across from the rail yards and the southern tracks of the High Line a big project is rising along West 30th at Eleventh.

    The project is called 316 Eleventh Avenue.

    The developer is DD 11th Avenue, LLC (Douglaston Develoment).
