They must have some special pumps set up when they leave a giant hole with concrete walls like that vacant for so long. Otherwise that would be a giant dive tank
I even see there's weeds growing now in the foundation
9/26/11 - not much going on.
Also... here's a walrus.

http://www.nytimes.com/2012/08/12/re...ewanted=1&_r=1Larry Silverstein, the developer of the World Trade Center complex, says he hopes construction can start next year on a Four Seasons Hotel project designed by Robert A. M. Stern at 99 Church Street. It will be topped by some 50 floors of condos (a private entrance for the condos is planned at 30 Park Place). His strategy is to start selling the 143 condos by the middle of 2015, when the World Trade Center will largely be completed.
Well look at this:
Last Action: PERMIT ISSUED - ENTIRE JOB/WORK 10/03/2012 (R)
That's from BISWEB directly.

I don't know if anyone else was ever brought in on it, although I'd love to find out.
I couldn't find any activity for October 3, 2012. The last permit activity on this site appears to be 02/03/2011, according to the DOB.

The Virtual Job Folder for this site shows new Work Permit Applications & Project Specific Insurance filing dated 10/04/2012 & 10/09/2012:

And site safety (there's been a guy in a hut on site for years). I wonder if those filings are what triggered the permit granted action on the NB. The renewel specifically excludes concrete work. How unfortunate if that's all.
If 56 Leonard is coming back from the dead, I can't see why this one won't restart in the next year or so. These are similar projects in similar areas. Not to mention this one looks more simple to build.
I think Silverstein has every intention of restarting in 2013. He claims to be in a good financial position with the property and is "under no pressure" time-wise to build when the market moves in that direction (he's planning to launch sales in 2015).
