Default low-rent projects in lower manhattan?

i was walking from the south seaport museum in downtown Manhattan, headed south somewhere along the riverfront last year. I came upon some pretty dilapidated projects, with what looked to be poorer folks living there. i don't live in nyc anymore so i can't bop down there and see what they're called -- does anyone know what the name of these projects might be? Also, how many low-rent project complexes are still down in lower Manhattan?

Thanks for any help anyone can give me...
