the floors are all controlled by the building manager, except the penthouse floors.
This is a terrific creative exercise but a stupid plan for an actual building, particularly in a desert where sand blows about.
I's a sign of our times that the biggest building projects are vanity developments only for the richest of the rich.
Is this really what our best minds should be focusing on?
New York may get own spinning tower

Imagine the view: a penthouse apartment that rotates on command to catch sunrise over the East River and sunset over the Hudson.
It sounds like a vision from a futuristic novel, but it could be coming to New York.
Italian architect David Fisher announced plans Tuesday for two rotating skyscrapers in Dubai and Moscow. He hopes to build a third tower in New York some time "very soon."
Fisher said that the idea came to him when he was enjoying the view from a friend's Manhattan apartment and imagined a building where "everybody can see the East River and the Hudson River."
The Dubai tower, set to be completed in 2010, will be 80 stories tall, housing office space, a hotel, and apartments. Each floor will rotate independently at a different speed, giving the building a constantly changing shape.
In the apartments on the highest floors, owners will set the direction of rotation through a system that responds to voice commands in three languages.
The perk doesn't come cheap - apartments will sell at $3,000 per square foot - with the largest ones going for a whopping $38 million.
The tower will also make all its own energy and electricity for neighboring buildings with wind turbines placed between floors.
In another first, it will be built mostly in a factory in Italy and then assembled on site.
Fisher said a rotating tower would be a "beautiful" addition to the Manhattan skyline, adding that he had received some requests from New York developers to work on one.
He hasn't scoped out an ideal location in the city yet. "This building's going to be a landmark. It doesn't matter really where you put it," he said.
As for how his shape-shifting tower will square with New York's building regulations? "Maybe we have to change the building codes," he said.

I hope he finds a spot somewhere not prone to fierce nimby attacks. The other factor is high costs. Most likely, this means looking for a spot to build downtown. It sucks that NYC is number three on Mr. Fisher's list to build his dream building, and it is only a possibility. But for Dubai, this tower, set to be completed in 2010.
We must thank NYC nimbys for that one.

a pipe dream, but this building would fit perfectly where the piano tower had been proposed in dowtown bk at tillary and jay by ny tech.
The only site in Manhattan that could conceivably allow for something like this would be Hudson Yards.

Too many moving parts...literally. I foresee very high maintenance costs and sporadic malfunctions in the rotations. Still, an intriguing concept.
Its interesting but the maintenence on that bad boy will be huge, and how will it be 20 years down the line.

His bio talks mainly about pre-fabricated bathroom design.

The world's first moving building, a 80-storey tower with revolving floors giving an shifting shape, will be built in Dubai, its architect says.
The Dynamic Tower design is made up of 80 pre-fabricated apartments which will spin independently of one another.
"It's the first building that rotates, moves, and changes shape," said architect David Fisher, who is Italian, at a news conference in New York.
"This building never looks the same, not once in a lifetime," he added.
The 420-metre (1,378-foot) building's apartments would spin a full 360 degrees, at voice command, around a central column by means of 79 giant power-generating wind turbines located between each floor.
The slender building would be energy self-sufficient as the turbines would produce enough electricity to power the entire building and even feed extra power back into the grid, said the Italian architect at the unveiling of the project in New York.
The apartments, which will take between one and three hours to make a complete rotation, will cost from $3.7m to $36m.
There are also plans to build a similar, 70-storey skyscraper in Moscow.
"I call these buildings designed by time, shaped by life," said the Florence-based architect, who has never built a sky-scraper before.
"These buildings will open our vision all around, to a new life."
The skyscraper will cost an estimated $700m to build and should be up and running in Dubai in 2010.

In a biography he had been distributing for months, he said he graduated from the University of Florence in 1976, came to New York in the mid-1980s and later developed hotels and ran a company that specialized in stone and prefabricated construction materials.
The biography also said he received an honorary doctorate from "The Prodeo Institute at Columbia University in New York." No such institution exists, however, and Columbia said it had never awarded Fisher an honorary degree.
Asked to explain the discrepancy, Fisher said, through his New York publicists, that he had been awarded the degree by the Catholic University of Rome during a ceremony in 1994 held at the Cathedral Church of St. John the Divine, which is near Columbia's campus.
Asked again to clarify the name of the school that conferred the degree, Fisher's publicists said in an e-mail that "Dr. Fisher did receive an honorary doctorate in Economics from Pre Deo University, but it has been removed from his bio because he wants to be entirely accurate and cannot be with this information."
Having just went to Dubai last weeek ( ill post pictures soon in travel area) This tower with the winds and sand storms will neeed massive maintenance over its life time, mid day when the winds pick up you can barely see in front of you. been back since Sunday and still feel sand in my hair after many washes!!
