    I wonder which people are allowed at that water park, and how admission is handled. I can't imagine many people have the means nor privilege

    Pyongyang is relatively prosperous. There are probably thousands of people leading "normal" lives in an island of urban civilization. I have read estimates that as few as 500-600 people have any real access to power and exceptional prison. I don't know how anyone can know for sure, however.
