    Another Try for TriBeCa Hotel

    A plan to build a luxury hotel in TriBeCa has hit another snag as landmarks officials raised issues about its latest design. But the building owners say they can work out the problems.

    The property at 87 Chambers St. had been occupied by a historic but dilapidated building that its owners had first tried to convert into a hotel. But those plans came to a halt after the structure partially collapsed in 2009.

    Since then, the owners have been preparing to construct an entirely new hotel on the site. But because it's located in TriBeCa's South Historic District, the hotel's design needs approval from the city's Landmarks Preservation Commission.

    At a public hearing Tuesday, the commission raised several objections with the cosmetic appearance of the building's facades on Reade and Chambers streets. The hotel's backers say that they can make the requested changes to obtain approval.

    "The building that was there previously was a special building," said David West, a partner at Goldstein Hill & West Architects LLP, which is designing the new hotel. Mr. West said the current design was influenced by the original 87 Chambers St., but "it's not meant to be a copy of the historic building."

    The original building was an Italianate store and loft building constructed in 1856. Fishman Holdings North America, a unit of Israeli-investment firm Fishman Group, along with New York developer Aharon Vaknin, purchased the building for about $20.8 million in 2007, according to property records.

    Mr. Vaknin was recently bought out and is no longer involved in the project, said Yehuda Mor, executive vice president and head of Fishman Holdings North America's New York office. Mr. Vaknin couldn't be reached for comment, but a representative with his office confirmed that he now isn't connected with the project.

    Fishman Holdings North America has developed a mix of commercial and residential properties in New York. Lately, it has been focusing on distressed properties in the city, Mr. Mor said.

    The owners originally intended to convert the building into a 45,000-square-foot hotel with 108 rooms.

    Early on April 30, 2009, however, the building partially collapsed, spraying Reade Street with bricks, concrete and scaffolding. No major injuries were reported at the time. The remainder of the building was demolished last year.

    The new plan calls for an eight-story hotel with 85 to 95 rooms. Portions of the original iron columns were salvaged from the wreckage and were intended to be incorporated into the facade of the new building, the architect Mr. West said.

    The new design was meant to produce a modern building that nodded to the history of the site. "It's not meant to be an eye-popping, jarring building, but it's not meant as a background building, either," Mr. West said.

    Those plans, however, will be altered to satisfy the Landmarks Commission, which had several objections with the hotel's design. Among the complaints, many members of the commission said the proposed building appeared too horizontal and stocky and didn't fit the character of the neighborhood.

    "We know there are going to be some modifications," said Jay Segal, an attorney for Mr. Mor. "I'm sure through the back and forth process we well end up something that they like and we like. We know what we have to do."

    UPDATED: The Tribeca land where Fishman Holdings had planned to build a luxury hotel has been sold, for $22 million, to Charles Blaichman’s CB Developers, records filed today with the city show. The site will be redeveloped as condominiums, according to the seller.
    After struggles with Landmarks Preservation Commission approvals, plans for 24 condo units were approved in August, according to records filed with the Department of Buildings. CB Developers will move ahead with the development as Fishman planned it, Fishman executive vice president Yehuda Mor said.
    CB Developers confirmed the purchase, but would not comment on future plans at the site.
    Fishman Holdings North America, a subsidiary of massive Tel Aviv–based real estate holding company the Fishman Group, purchased the building for $20.8 million in 2007, according to city records. The New York-based developer Aharon Vaknin had been a partner in the project, according to previous reports, but was bought out last year.
    The site was set to be redeveloped as a 45,000-square-foot, 108-room hotel, when the existing structure — a walk-up apartment building — partially collapsed, in 2009. The city Environmental Control Board issued a violation with a $4,000 penalty that year, for working without a permit at the site. Fishman then revised the proposal, gaining LPC approval for a smaller-scale 85-95 room hotel, in May of 2011.
    Fishman bought 950 Second Avenue, a Manhattan development site, last December, andsold its stalled condo project 5 Franklin Place for $44.75 million to Elad Properties in July.
    The developer sold the 87 Chambers Street project in order to concentrate its efforts at their 950 Second Avenue project, according to Mor.
    Blaichman’s projects include the Soho House and the Richard Meier-designed West Village condominiums 173 and 176 Perry Street.
