I was looking through a book today that contained a photo of the Chelsea Hotel and was wondereing what the building next door was. This is it.
It was designed by Emery Roth and built in 1927.
Apart from those pesky air conditioning units, it has some rather ornate architectural detailing (in need of a jolly good scrub, perhaps).

I initially used Manhattan Block by Block: A Street Atlas by John Tauranac to look it up, wherein it is referred to as the Chelsea Savoy.
