In a worst case scenario the tower could end up looking like the citadel center in chicago. Same thing, blue glass with tight seams, minimal silver highlighting, just kinda boring.

1WTC has VERTICALITY, something that Citadel pile has little of.
and the glass is clear- not blue (that's just a reflection of the sky).
I'm not a very big fan of this tower either, but during dawn and dusk the building already looks monumentally beautiful. I can only imagine what it will look like when complete.
SOM did a good job in creating an adequate and respectful design.

I think as the facade is applied, those floors get interior work done, as they are shielded from the weather.
Walls, plumbing, ceiling panels and lighting, carpeting or tiling and office furniture - things of that nature.
Carpentry work is up to the tenant. Otherwise it's just the basics: a concrete floor slab, ventilation, and fireproofing. 7WTC was the same way(and still is, on some floors) until they land a tenant who will lease the space, and touch it up with their necessities.
Since Conde Nast is supposedly leasing 1msf and the Chinese bank Vantone is leasing somewhere around a quarter million msf, that should take up quite a majority of the floors.
It's such a minor building, I'm not sure that a vertical emphasis would have been appropriate. It's average height for a Loop building, generally not visible from more than a few blocks away.
Very true. It's extremely clear, and the coating is tinted only slightly blue near as I can tell. 90% of the color is the sky.

The fit out of the building (non-structural walls, partitions, celings, floor finish etc. are paid for and installed by the tenant. It is what is known in the trade as "tenant fit out".
Unless the tenants already signed up for space inside the tower have actually contracted for the "tenant fit out" work there is little work going on inside the tower aside from the basics.
Much of the work inside the core is not part of the "tenant fit out", bathrooms, exit stairs, MEP routing to each floor, etc. I'm sure the contractors handling that work do a full shift on days like today when the steel erection is at a standstill.
As a final note, because much of the work mentioned above is inside the core it can take place on floors not yet enclosed by the curtain wall.
