That looks like scalfolding being set up around the base, BTW. It IS. I can see stairs there as well.

That would be my guess as well. The whole antenna is made up of ~8 foot high modules. Given the narrow top, I'd guess they'd first lift the top 30 or so feet and start adding sections beneath.

Could we be seeing vents go in the west facade where there is that strange gap in the placement of the curtainwall?

I think they're staying clear of that blue stairway until some of the lower segments are disassembled.
