Issue I believe is that the supplier can't continue to fund production of more steel w/o cash up front from the WTC developers.

Why not the just the typical ebb-and-flow of construction progress: job sequencing and that sort of thing. What, may I ask, reason do you have to believe that their are payment issues involved. If you can not mention your 'contacts' on the subject - I fully understand.
