    You can see that it was designed with the rest of the scrapped radom in mind and would have matched it. Looks weird because of it.

    Looking at this from another direction: look at the 'greenish' glass at the base - looks good. That glass at the base is clearly a higher grade glass (of some sort of thickness/composition) and the color difference helps to visually 'separate' the base section: a green glass pedestal upon which the rest of the tower (and spire) rises. This building is iconic: in an understated sort of way......
