That's where the construction elevator was just removed from. They'll be filled in pretty quickly if the last elevator removed is any indication.
Just to get back to the openings for a moment, what will they fill it in with? Doesn't it look like they could be private balconies/terraces for the bigger apartments?
It will be just a curtain wall section like the rest of it.

Also cool that all three contestants from the Americas are buildings in NYC. I guess the rest of the country isn't building anything.
Or what little they are building is snooze worthy. Devon Energy Center in OKC? Meh. Museum Tower in Dallas? HAH! After that, there are surely a few towers being built in Atlanta and Charlotte and whatnot, but they're all of about Queen's West quality or worse. I do love all three buildings nominated in NYC, though.
Chicago wrapped up their big stuff a year or two ago.
I wish they would figure out what to do with Waterview. It looks awful on the riverfront like that.
Alright I checked the link. The Index won for that entire region? Must have been a dry year for Dubai.
I can't wait to see this building reflected off of 4WTC.
