There will be two seperate Memorial Components at the site. One will be the memorial which will have the pools and names below ground. The other is the Memorial Museum. It has more details and room for exhibits, but it is also very Memorial like. It will have the box beam columns.
I believe access to the container of remains (symbolic and the actual room with remains) will be through the memorial museum. The memorial museum will be seperate from the waterfalls, so I assume they will be able to sound proof it. The memorial will probably always echo with the falls, although I'll have to review the diagrams again. Sometimes quiet comes from not being able to hear other people talk. It'll be a white noise kind of quite.
Based on my viewing of the traffic on Church Street, the crowds are always around the posters with the events of 9/11. The names don't really attract that many people. More accurately, I suspect that everyone goes by the names, but they don't stop for long. If the Memorial is not "experiential", giving people something more than a place to look at the names, tourists may not linger for long.
