not sure how much of an impact it'll have on the Queens side looking west. Perhaps just slightly peeking over the plateau.
I think it will depend on the angle. It's hard for stuff on the west side of midtown to compete with the east side, if only because of the perspective. From many angles Citi will still look WAY bigger than this, despite that not being the case.

Has concrete engineering gotten good enough that going this tall in concrete is a good idea? I'd expect something this tall to be steel.
311 South Wacker & Two Prudential in Chicago are also reinforced concrete. They were built in the late 80s-early 90s.
Gotta say that looks fantastic. And Portzamparc and team got the dimensions & proportions at the base just right -- fits in surprisingly well with the older buildings on either side.
