There are two more levels in the lobby area to allow for retail. There are also trading floors and mechanical floors before the podium ends and the actual tower starts. 7 floors is completely different than 7 stories.
So I've been watching the core rise and thinking about this a bunch. I think the info floating around has been to halt it at "7 floors," but watching this go up makes me wonder how they're counting. It seems to me that in fact the 7 floors will be the entire podium. From the outside, it appears as 5 office floors, 1 double height mechanical floor, and one triple height lobby. That would leave the tower unbuilt, but maximize the ease with which they could continue construction later. They certainly haven't stopped construction after the mechanical floors, which would have been the last most logical point to stop, and they've kept building above the first office floor. Anyway, that's my two cents.
