What's that white rig sticking into frame in the lower right?

It looks like part of a crane (I think it's called a folding jib) that's parked just out of the frame. It's probably the crane that's sitting on the newly erected steel over the VSC ramp.

So the columns for this building are going to be reinforced concrete?

Aren't they supposed to put a second tower crane soon?

A second tower crane will be installed, though I'm not sure when it's due to arrive, but I assume before steel erection which is supposed to begin in October.
